We previously wrote an article about a possible regulation of electric scooters. And the truth is that our predictions were not far from reality. Since last January 2, if you have an electric scooter or are planning to share one, you should know that there is new legislation in this regard. How will it affect? Next, we explain the key points of this new regulation of the General Directorate of Traffic (DGT).
Maximum speed of electric scooters
Vehicles with one or more wheels with a single seat and propelled exclusively by electric motors, such as scooters and Segway’s, whose maximum speed ranges between 6 and 25 km/h, are regulated.
In 2019, a provisional instruction was launched in which Traffic warned of the importance of the technical characteristics of the device, its power and maximum speed, mentioned above. If scooters with higher performance than a personal mobility vehicle (VPM) are used that do not comply with the requirements of Regulation (EU) No. 168/2013, these vehicles will not be able to circulate on regulated roads and the drivers will be sanctioned with 500 euros of fine, in addition to immobilization and transport deposit. VPM manipulation is also included, altering the technical characteristics or speed.
Circulation and regulatory areas
It is important to note that scooters must comply with traffic regulations like other vehicles, so users may be required to submit to a Breathalyzer test. In addition, the use of headphones or mobile phones is not allowed. Finally, it is established that they are vehicles for a single person, so riding two people on the same scooter carries a fine of 100 euros (article 9.1.5.E of the RGC).
